Background

On October 1 and 4, 2021, City Council received a report recommending that "City Council not proceed with a no-fault grant program," citing "practical and equity challenges" and noting that the City is "not legally obligated to provide" such a program. Despite this, Council requested a supplementary report on "criteria, funding, funding sources and an implementation plan" for a no-fault grant for Rockcliffe area residents experiencing basement flooding.

Item Description

This item proposes that City Council authorize the General Manager of Toronto Water to "implement a recurring no-fault grant program for basement flooding damages" with payments of $7,500 per property for eligible properties in the Rockcliffe Special Policy Area. Additionally, City Council requested a progress report on the program's results for early 2024, including recommendations on the potential for a City-wide no-fault grant program for basement flooding.
