Expanding Housing Options in Neighbourhoods
Background
Based on a 2019 motion “Expanding Housing Options in Toronto - Tackling the Missing Middle and the Yellowbelt,” City Planning was directed by City Council “to report on options and a timeline to increase housing options and planning permissions in areas of Toronto designated as Neighbourhoods.” “The term “missing middle” refers to housing types ranging from duplexes to low-rise walk-up apartments, all of which can be found in many parts of Toronto today, but which are also limited in where they can be newly built.”

Item Description
The Chief Planner and Executive Director, City Planning has been requested to incorporate the following in their plan: “analysis of zoning standards that comprise permitted building envelopes in residential zones relative to the provision of green space and tree canopy on lots within neighbourhoods,” “analysis of best practices from other related initiatives within Toronto and other municipalities,” and “neighbourhood-specific analysis of population trends, current policies and other information where missing middle initiatives may be recommended.” This request also asked that communities were consulted and that “a pilot implementation project in Ward 19” would take place in order “to achieve the objectives outlined in the report.”
