Implementing the Toronto Modular Housing Initiative as an Urgent Response to the COVID-19 Pandemic
Background
As a response to the COVID-19 pandemic contributing to higher levels of homelessness and other housing issues that occurred even before the pandemic, city council urged the creation of a report to “increase the supply of affordable housing” which includes recommending “Council approve the purchase and installation of 110 modular units to be used as supportive housing for homeless individuals within the City's shelter system by September 2020 and another 140 units in 2021.” In order to fund building these homes, “$28.75 million in City funding and about $12.76 million in Open Door program incentives” has been requested for approval.

Contributing to “Phase One of the modular supportive housing initiative,” which also includes “adding a new capital project called "Modular Homes Project,"” city council authorized the building of “110 modular rental units.” $47.5 million is the budget for this project, including “cash flows of $20.9 million in 2020 and $26.6 million in 2021.” The two phases of this project will include developing “250 modular affordable rental homes.” This was done in collaboration with various partners including “Chief Executive Officer, CreateTO and the Executive Director, Housing Secretariat,” “Executive Director, Corporate Real Estate Management,” “General Manager, Shelter, Support and Housing Administration,” and “Horizon North Inc.” etc. with regards to actions including financing, proposals, agreements, to “develop design guidelines,” etc.
