Fighting for the Scarborough East Rapid Transit Line
Background
- “The Scarborough East Rapid Transit (SERT) project, formerly known as the Eglinton
- East Light Rail Transit (EELRT) project, is a City of Toronto priority transit expansion
- project in Scarborough, with a total of 27 stops, from Kennedy Station to Sheppard
- McCowan Station and Malvern Town Centre.”
- In February 2025, City Council approved the SERT’s 10% functional design. It also directed staff to “explore three alternative Maintenance and Storage Facility (MSF) sites and report back to City Council to confirm the preferred alternative MSF site and seek any necessary authority to advance that site to 10 percent design.”
- Staff have since found a new preferred MSF site, struck an agreement with the TTC to assess potential vehicle builders and their capabilities, kicked off enabling studies to support future 30% design and procurement and tarted a high-level analysis of grade separation options for the SERT alignment.

Item Description
- City Council directed that Confidential Attachment 1 to the report “Legal Options to Defend City of Toronto's interests at Billy Bishop Airport lands and other City-owned Waterfront lands” remain confidential “as it contains advice that is subject to solicitor-client privilege and information about litigation or potential litigation that affects the City”
