Background

• Officials of other orders of government have recently made comments about the use and characteristics of the City’s waterfront, despite the City not having received proposals or plans 
• The motion… ‘seeks to make it the position of City Council that other orders of government must include the residents of our city and their democratically elected municipal representatives in all decisions about the future of our city, including our waterfront. This includes opposing the unilateral expropriation of any land within the City of Toronto.’
• The project was also renamed from Eglinton East LRT to Scarborough East Rapid Transit Line

Item Description

• City Council requests the Government of Canada and Government of Ontario to commit to funding an equal, one-third share of the cost to build the Scarborough East Rapid Transit Line
• City to increase the 2026 Capital Budget for Transit Expansion by $10 million, fully funded by the City Building Fund Reserve, to expedite design and planning work
• City to establish a Scarborough Transit Working Group consisting of the Mayor, Deputy Mayor for Scarborough, senior City officials, and Federal and Provincial Ministers of Transportation to advance an integrated, multi-modal transit network for Scarborough
• City to oppose any Transit Oriented Community development at Sheppard-McCowan Station that would compromise lands required for the Scarborough East Rapid Transit project, including the Traction Power Substation and other essential infrastructure
