St. Clair-Old Weston Station and 2025 GO Expansion Program Updates
Background
The GO Expansion Program has sought a variety of objectives to grow the service capacity of Go Transit in order to meet the growing needs of the city. Further, “[m]etrolinx has recently proposed a service change whereby the SCOW Station would be serviced by the Union-Pearson Express (UPE) trains on the UPE line instead of GO trains on the adjacent Kitchener line. Metrolinx has indicated that this service change is required to maintain the 15-minute (or better) service frequency commitment made by Metrolinx for the SmartTrack Program, which can no longer be maintained by GO service.” Maintaining and building new efficient public transit enables lower carbon transportation choices.

Item Description
This item looks to fulfill several goals. Firstly, it works in agreement with the province and Metrolinx to transfer service for the St. Clair-Old Weston Station from GO transit to the Union-Pearson express line. The item makes this conditional on full provincial funding while requesting “the Province and Metrolinx to fully fund the widening of St. Clair Avenue West as planned in the St. Clair West Transportation Master Plan and the associated rail bridge replacement, and bundle this work with the construction of the St. Clair-Old Weston station.” Secondly, it authorizes the widening of rail bridges at Jarvis and Sherborne, while requiring Metrolinx to pay funds to the city for planting trees and vegetation to replace those taken down during Metrolinx's construction. Finally, it authorizes a confidential city agreement to facilitate the Toronto-Quebec City High-Speed Rail Network project, while making commitments to facilitate the construction of the Humber Bay Shores and Park Lawn GO Station’s.
