Background
To reduce urban emissions, building high-density housing is critical. “Provincial policy, including the Provincial Planning Statement, supports intensification and building ‘compact and complete communities’” as a strategy to help reduce greenhouse gas emissions and plan more adaptive communities that are resilient to the impacts of climate change.

Item Description
This item provides a number of actions to ease the process of producing multiplex high-density housing throughout the city, and supporting ongoing monitoring efforts. Amendments include zoning bylaw 569-2013 and Municipal Code Chapter 415, Development of Land, Section 415-6 A. These collectively ease and streamline development costs, clarify language regarding the construction and limitations of multiplexes, while providing new permissions and exemptions for these developments. Further, the city will continue “monitoring on implementation and effectiveness of amendments to the Official Plan and Zoning By-law in facilitating multiplex developments, and to report to the Planning and Housing Committee by the end of 2027 on monitoring outcomes and any necessary revisions to the Official Plan, the Zoning By-law, or other changes to improve the implementation and facilitation of multiplex construction.”
